The Chicago Heights Home Sale Process!

This blog post explains how to sell a home in Illinois, and then once you have an accepted sales contract on your property, then the City of Chicago Heights has a few specific processes you have to go through also.

 

The City of Chicago Heights has a relatively involved home sale process with main steps of:

  • Pre-sale City inspection before listing a home for sale
  • Final water bill reading and payment of bill before closing can happen
  • Payment of City “Transfer Stamps” before closing can happen 

Pre-sale City Inspection

Technically, Chicago Heights calls the pre-sale inspection the “For Sale Inspection.”  Before you list your home for sale, you need to contact the City of Chicago Heights Code Enforcement to schedule the For Sale inspection. They can be reached by phone at 708-756-5328., office location at 1601 Chicago Road, Chicago Heights, IL 60411, and email permits@chicagoheights.net.

 

The City’s website page for information on the For Sale inspection is https://cityofchicagoheights.org/176/Code-Enforcement

 

At this website you can find the current For Sale inspection form.  At the time I write this webpage, here is a copy of the current Chicago Heights For Sale Inspection Form.

 

You submit the form to the City, and then make an appointment for the inspection.  

 

The inspector will then provide a letter with the comments of their inspection.  Here is a Chicago Heights For Sale Inspection letter 

Note that this inspection was for a rehab property, so there are lots of comments.  Most inspections won’t have nearly as many comments.

 

As the seller of the house, you either have to have all the inspection items repaired and reinspected by the City before selling, or you have to disclose the Chicago Heights inspection letter to the buyer for the buyer to take on the repairs.

If the buyer is going to complete the repairs, then the buyer has to get a quote to complete the work, provide that quote to the City for approval, and then will need to put some money into escrow with the City. 

 

From what I heard from the City, the max amount you would possibly need to put into escrow at the City is $5,000.  Then you get this escrow money back after you complete the repairs. 

 

As the buyer, you will get a receipt (shown in the above/left) showing that you have paid the escrow.  This receipt needs to be provided to the title company handling the closing as proof (or, if the repairs were completed, then the letter from the City stating all repairs are complete would be needed to be provided to the title company.)

Final Water Reading & Payment of Final Bill

Before a closing can happen in Chicago Heights, the final water bill has to be paid.  You contact the Chicago Heights building department to schedule the final water reading, and then you will get a 2 hour window.  Someone needs to be at the house to provide access to the water department worker.  The water department worker will go to the water meter and take the final reading.

 

If the buyer has already put their name on the account before the final water reading happens, then the City will leave the water on.  If the buyer has not put their name on the account, then at the time of the final water reading, the water department worker will shut off the water to the house.  

 

I recommend to buyers to put their name on the account before the final water reading, because pipes can start acting up when they lose water pressure.

The final water bill will be ready for payment for the following business day than the final water reading happens.  Once you pay the water bill, you will get a receipt for the water bill payment.  This paymnet receipt is needed so that you can then buy the transfer stamps.

Payment of Transfer Stamps

There are three different types of transfer stamps involved when selling a home in Chicago Heights.  The 3 types of transfer stamps are:

 

  1. Transfer stamps required by the state of Illinois
  2. Transfer stamps required by Cook County
  3. Transfer stamps required by Chicago Heights
 

The transfer stamps charged buy the state are 0.01%% of purchase price, and the transfer stamps charged by Cook County are 0.05% of purchase price.  The title company facilitating the closing will take care of coordinating the state and county transfer stamps, so there’s nothing the buyer or seller needs to do for the state and county transfer stamps.

 

The transfer stamps charged by the City of Chicago Heights are 0.04% of the purchase price.

The summary of this transfer stamp process is that you have to have the Chicago Heights inspection completed (see above on this page for details on this City inspection process), need to have the final water bill paid, then can go to the City with the Transfer Stamp application and pay the transfer stamp fee.  

Upon payment of the transfer stamps, you will receive a receipt from the City, and that receipt needs to be provided to the title company facilitating the closing as proof that the transfer stamp was paid for and received.

Closing Statement

The attorneys and title company will work together to craft the closing statement, which shows all the fees for the closing.

This house was a cash sale for a fixxer-upper home, so this closing statement only shows the fees charged to the seller.  There are also closing fees charged to the the buyer that is not shown on this closing statement.
